Dr. Mélodie Bernaux, MD, MPH, MSc, is a medical doctor specialized in public health and serves as a Policy Officer and Seconded National Expert in the Digital Health Unit of the Directorate-General for Health and Food Safety (SANTE C1) at the European Commission
In her current role, she is involved in negotiating the European Health Data Space regulation and overseeing the implementation of secondary use of health data including the EHDS2 pilot project, TEHDAS2 joint action and development of central services.
Before joining the European Commission, she was responsible for the European health data space regulation and European ethical principles for digital health in the Digital health delegation of the French ministry of Health.
Previously, she served as medical officer for human reproduction, embryology and genetics at the Directorate General for Health of the French ministry of health, where she led the 2021 revision and application of the French bioethics laws for all aspects related to medically assisted reproduction, genetics, the implementation of artificial intelligence in healthcare and medical care of intersex children. She was also an active member of the Council of Europe’s Bioethics Committee, where she chaired the working groups on intersex children and public dialogue on genomic medicine.
She joined the French ministry of health from Greater Paris University Hospitals where she was responsible for a number of strategic projects involving the secondary use of health data, including the COVID data task force.

Pia Brinkmann studied Psychology at Maastricht University (NL), followed by a Research Master in Cognitive and Clinical Neuroscience specializing in Neuropsychology. Driven to learn more about the brain and its functioning, she continued her research journey at Maastricht University, after stops in Spain and Canada. She obtained a doctorate stipend from the German Academic Scholarship Foundation and started her PhD in 2020. In 2024, she successfully defended her PhD on auditory neuroscience and started working at the Federal Institute for Drugs and Medical Devices (BfArM). Salvador Capella-Gutierrez, PhD, leads the Coordination team of the Spanish National Bioinformatics Institute (INB) at the Barcelona Supercomputing Center (BSC). He is the coordinator of EOSC4Cancer. Bioinformatician with a solid technological background in both Computer Engineering and Health Sciences received his PhD in Bioinformatics in 2012, awarded by the Center for Genomic Regulation (CRG) and Pompeu Fabra University (Barcelona).
Dr Capella-Gutierrez has been responsible for the technical coordination of INB/ELIXIR-ES, for the coordination of TransBioNet and co-leads the ELIXIR Tool platform since January 2020. His current focus is on developing long-term infrastructures to facilitate benchmarking efforts of research software in Life Sciences, including individual tools, web services and workflows, and innovative techniques to use research data available across different infrastructures. With 25 years of experience, she has held leadership roles at AstraZeneca, BMS, Biogen Idec, and others, addressing global pricing and reimbursement challenges.
She has led over 50 EU submissions and global economic modeling projects, and founded pioneering educational programs, including the first Polish Digital Health course for healthcare leaders. Passionate about Big Data, she developed an award-winning master’s program in Big Data and mentors digital health startups.
Author of The Digital Transformation of the Healthcare System (2023), she has published 50+ IF papers, presented at 60+ conferences, and leads AI initiatives at the Polish Chamber of Physicians.
Joni Komulainen has been a social affairs and healthcare and eHealth lawyer for more than 20 years working for the Department of Social and Healthcare in the city of Helsinki, the Finnish Institute for health and welfare (THL) and since 2018 as a senior ministerial adviser in the Ministry of Social Affairs and Health, Finland. Mr. Komulainen has been involved in EU level eHealth legal law work and Finnish laws including The Act on the secondary use of social and health data, The new Act on the electronic processing of social and healthcare data, Covid-19 tracing app and Covid-19 passport legislations and the data protection part on the large scale social and healthcare reform.

Nora spent most of her career providing legal services. For ten years Nora worked at Tyco International Ltd, which she joined in 2007 as a Legal Specialist and later progressed to Legal Counsel and EMEA Compliance Counsel, eventually becoming the Chief Privacy and Records Management Officer for the multinational company. Before getting fully into Privacy, Nora worked in anti-corruption and investigations. Following Tyco, Nora worked as the Head of Global Privacy for MetLife and most recently as a Global Chief Compliance Officer for Packeta Group. Nora obtained her Master’s in law from the Charles University in Prague, Czech Republic, followed by a criminal law and forensic science doctoral degree from the same and an LLM. degree in international law from University of Greenwich, UK. Nora is a Certified Information Privacy Professional and Change Management Professional, holds a Security+ certification and has been a subject matter expert speaker on privacy, with special focus on deletion of personal data and privacy as a human right. Aside from her legal expertise Nora also enjoys creative writing and filmmaking.

In 2016-2017, he co-founded and served on the Board of Aplikacje Krytyczne, a Ministry of Finance company that developed systems to support the Tax Administration and prevent financial irregularities. From 2017 to 2019, as a Board Member of the Social
Insurance Institution (ZUS), he oversaw IT systems processing data for over 25 million clients and transactions exceeding USD 75 billion annually. He led key national projects such as the 2017 pension reform, e-Skladka, e-Akta, and e-ZLA.
He has served on the Digitization Council, the Scientific Council of NASK, and advised the e-ID Steering Committee, while consulting for state-owned enterprises. He is a member of the Scientific and Expert Council for Cybersecurity at the Police Academy in Szczytno and a forensic expert in IT, reverse engineering, and cybersecurity.
