Dr. Mélodie Bernaux, MD, MPH, MSc, is a medical doctor specialized in public health and serves as a Policy Officer and Seconded National Expert in the Digital Health Unit of the Directorate-General for Health and Food Safety (SANTE C1) at the European Commission
In her current role, she is involved in negotiating the European Health Data Space regulation and overseeing the implementation of secondary use of health data including the EHDS2 pilot project, TEHDAS2 joint action and development of central services.
Before joining the European Commission, she was responsible for the European health data space regulation and European ethical principles for digital health in the Digital health delegation of the French ministry of Health.
Previously, she served as medical officer for human reproduction, embryology and genetics at the Directorate General for Health of the French ministry of health, where she led the 2021 revision and application of the French bioethics laws for all aspects related to medically assisted reproduction, genetics, the implementation of artificial intelligence in healthcare and medical care of intersex children. She was also an active member of the Council of Europe’s Bioethics Committee, where she chaired the working groups on intersex children and public dialogue on genomic medicine.
She joined the French ministry of health from Greater Paris University Hospitals where she was responsible for a number of strategic projects involving the secondary use of health data, including the COVID data task force.

Pia Brinkmann studied Psychology at Maastricht University (NL), followed by a Research Master in Cognitive and Clinical Neuroscience specializing in Neuropsychology. Driven to learn more about the brain and its functioning, she continued her research journey at Maastricht University, after stops in Spain and Canada. She obtained a doctorate stipend from the German Academic Scholarship Foundation and started her PhD in 2020. Bioinformatician with a solid technological background in both Computer Engineering and Health Sciences received his PhD in Bioinformatics in 2012, awarded by the Center for Genomic Regulation (CRG) and Pompeu Fabra University (Barcelona).
Dr Capella-Gutierrez has been responsible for the technical coordination of INB/ELIXIR-ES, for the coordination of TransBioNet and co-leads the ELIXIR Tool platform since January 2020. Nora spent most of her career providing legal services. For ten years Nora worked at Tyco International Ltd, which she joined in 2007 as a Legal Specialist and later progressed to Legal Counsel and EMEA Compliance Counsel, eventually becoming the Chief Privacy and Records Management Officer for the multinational company. Before getting fully into Privacy, Nora worked in anti-corruption and investigations. Prof. Wojciech Fendler, MD, PhD (born 1982) is one of the outstanding young scientists in Poland.
He graduated from the Faculty of Medicine at the Medical University of Lodz (MUL) in 2007. He received his PhD in 2011 for his studies on proinsulin gene mutations in monogenic diabetes. He received his postdoctoral degree (habilitation) – for research on the epidemiology, pathogenesis and biomarkers of monogenic diabetes – in 2013. Subsequent studies focused on circulating miRNAs in radiation therapy and oncology. Projects conducted jointly with the Dana-Farber Cancer Institute resulted in the commercialization of an ovarian cancer diagnostic test and numerous patent applications. He received the title of professor of medicine in 2020. He authored several hundred scientific papers including numerous in renowned journals (Diabetes Care, Science Translational Medicine, Nature Communications, Cell Reports, Elife, Diabetologia, Cardiovascular Diabetology and Biomarker Research). He has led, directs or supervises more than 20 projects funded by national and EU funds, including: OPUS NCN (3x), SONATA BIS, SONATA, PRELUDIUM (7x), Pearls of Science, FIRST TEAM FNP, INTER FNP, IMPULS FNP.
Since the beginning of his scientific career, he has strived to disseminate knowledge in the field of data analysis and has supported young scientists in mastering skills crucial for independent scientific work – especially in biostatistics and scientific integrity. Prof. Fendler won multiple prestigious competitions, such as the Polpharma Foundation Scholarship, Scholarship of the Ministry of Science and Higher Education, the START FNP (2x), the ISPAD-MEDTRONIC Young Scientist Award, the Polityka Scholarship, two Awards of the Minister of Health, “Poles with Verve” and the 2020 National Science Center Award in Life Sciences. As Deputy Director for Scientific Affairs, he co-founded the Clinical Research Support Center at the MUL and directed the Doctoral School of Molecular Medicine. On July the 1st he was appointed the President of the Medical Research Agency.

Fulvia joined the Commission in 2002 and since then took up responsibilities in several highly complex regulatory and technical projects. After a few years dedicated to the economics of environmental policy, she worked on chemical legislation (REACH and CLP), first as policy advisor then as responsible for the implementation of the Authorisation and Restriction processes. Deputy Head of Unit since 2009, she moved to the Strategic Policy Unit in 2012 to be in charge of inter-institutional relations and the implementation of COSME (SMEs supporting programme). From 2015, she has lead the unit in charge of Circular Economy, Energy efficiency and Climate related policies in DG GROW. The implementation of the Ecodesign Directive, the implementation and revision of the Construction Products Regulation and the digital and green transition of the construction ecosystem were also part of her portfolio. Since September 2022, she has been working at DG SANTE, leading the Digital Health unit.
